For a new BTO flat, the answer is usually no one, since it’s handed over without any lock fitted at all. For a resale flat, a rental, or a condo, previous owners, tenants, agents, or contractors may have had keys or codes over the years, and there’s no reliable way to know how many copies exist.

Timing it around your move
